Statement of Design Approach:
The Moulin Rouge Hotel and Casino originally opened in 1955 and was Las Vegas' first interracial entertainment facility. Placed comfortably in a prime location between the predominately Caucasian area of Downtown and "The Strip" and the largely African-American west side, the Moulin Rouge was the center for numerous civil rights events in Las Vegas history. For this reason, the facility was placed on the U.S. National Registry of Historic Places in 1992.

The 60-acre revitalization master plan capitalizes on the recent shift in development from the south end of "The Strip" to the north and downtown areas. The buildings of the multi-phased proposal respond to the juxtaposition between two major interstate highways by sweeping around in a gentle curve, as if the force of the speeding traffic were pulling the forms. The master plan proposes to include not only the new Moulin Rouge Hotel & Casino, but also an outdoor urban shopping mall, 12-screen movie theater, luxury auto showroom, and a world-class, consolidated entertainment and recording production facility.

Sustainability Description Form:
The facilities proposed within the Moulin Rouge Master Plan will all place sustainability and "green" architecture at the central core of their design strategies from conceptualization through final construction. The developer and design team both recognize the importance of such construction and development strategies and will ultimately write provisions into all future development plans mandating these considerations.
